Objective: 

Participants will understand the basic principles of Intellectual Property in the Federal Government and the use of the IP Clauses.
At the end of this course, participants will:

  • Be familiar with the new policy, links to the laws and issues that impact on government;
  • Understand what is Intellectual Property?
  • What it means in a Crown Contract?
  • How to use the standard clauses provided by PWGSC?

Duration: 2 days

Target Population: Experienced managersm, contracting officers and administrative managers involved at any stage of the contracting process for services for their own area or on behalf of the government.

Pre-requisite: All participants should have the basic understanding of the Federal Government’s Contracting principles. It is recommended that all participants have taken at least one contracting course, such as Managers Guide to Contracting, since the duration of the course does not allow for review of the basic principles of contracting and it is required to understand the Intllectual Property impact on government.

Outline:

Participants will have an opportunity to discuss the applications in their department of the Treasury Board approved the new policy on Title to Intellectual Property Arising Under Crown Procurement Contracts, effective June 1, 2000. Over the years, there has been some confusion on how to apply the Policy on Crown Contracts and this has led to extensive consultation with the private sector and government. It addresses various government objectives, which are not always clear to those who must apply the policy. The main subjects will include definitions, criteria and case studies to ensure that the concepts are understood. There will be some discussion on the clauses and then an application exercise to assist Contracting Officers to understand when to use the various clauses.

Scenarios and case studies have been developed to provide practical application of the principles addressed during the course.
