Objective: 

This three (3) to five (5) days course has been designed to train participants in Contract Management for the development of Informatics Projects, specifically. This course is to provide specialised training to Contracting officers and Managers who are mostly involved in the procurement of goods and services in the Informatics field. It addresses the issues in hardware, software, maintenance agreements and the Electronic Marketplace, available from PWGSC.

At the end of the course, participants will:

  • have reviewed the Treasury Board policies on Contracting and on the IT Enhanced Framework;
  • understand the procurement strategies and the management of an Informatics contract;
  • understand the risks and liabilities and the new clauses for limiting the contractor’s liabilities in the Informatics industry;
  • be able to link the Statement of Work/SOR/Specifications to the Evaluation Criteria, Selection Methods and Basis of payment;
  • be able to conduct an Evaluation Committee with clients and representatives from various organisations;
  • gain an understanding of the most common complaints and how to address the CITT, as well as some conflict resolution techniques.

Duration: 3 to 5 days (adaptable)

Target Population: Employees of the Public Service who will be required to prepare Request for Proposals and award a contract for an Informatics project.

Pre-requisite: Participants must possess some understanding of the fundamentals of automated systems and their development and of contract management.

Hours: 8:30 to 4:30 p.m., 1 hour for lunch

Outline: 

Within the Contract Policies and guidelines, participants will learn how to plan a procurement strategy to meet the requirements of clients, develop a SOR/SOW/Specifications while ensuring that it is measurable. It will also cover the most common mistakes in Informatics contracts, as well as the risks and liabilities of all parties.
